I remember when I bought the Maiko Pikachu plush back in 2013 when I visited with my parents as a way to commemorate my trip, so cool that they restocked so more people could pick it up!
Most of the time you should be fine. No permission needed. I have been stopped a few times but feel free to record. Just try and not get people inside of the video

They sometimes do. It's hit or miss though. Hope they bring them back before you leave
