There's a middle ground here. Use the cell (watered down if that's what they have to do), just have it be a super rare match. Scrap the HIAC gimmick PPV, bring back Breaking Point with a Last Man Standing theme rather than the submission based one the original had, and only book a HIAC match every 2 or 3 years. Overexposure has killed the magic of HIAC far more than the no blood rule.
They have undersold it in previous years giving themselves a problem, tbf if the women go hard wrestling could go mainstream again but some ego"s would have to take a back seat!

I don't think blood loss is a determining factor for a good HIAC match. Sure it fits the theme of a "fight-to-the-death hell spawn grudge-ending" theme but I just don't think that's mandatory. But I wouldn't mind if it pops up.
If it's not a blood feud, HiaC shouldn't even be a match stipulation for the combatants. It's built as a demonic structure, not a "go have a great match in this very sporty cage".

The HIAC match with Taker and Austin vs. Mankind and Kane shouldn't be on this list whatsoever. Undertaker didn't show up because there was friction between he and Austin on the Highway to Hell, Summerslam 98 and people were wondering if Kane and Undertaker were in collusions. It was great storytelling.
The Taker/Shane match was great and should have headlined the show. What more were you guys expecting from a 51 year old and a 45 year old non wrestler? The match was pure entertainment and spectacle. Plus, there were "this is awesome" chants throughout.
There is no way that you can certainly know that this match is going to blow, based on the History of both these woman, they have delivered when expectations were high. Both of them are talented and have the potential to have a great match.

Taker vs. Shane was better than Sasha vs Charlotte, and Cena vs. Randy. It was all based around a couple of big spots (one in particular), but I remember being so tense about it, that it made the whole match feel great at the time.
I love how 8 out of 10 of those Hell in a Cell matches were from the PG era. Sums it all up really. Even when somebody gets busted open the hard way (*cough*Brock Lesnar*cough*) they still have to bring in the doctors (and ruin the momentum of the match), you know... in a stipulation that has a history of bloody matches...
The last time the Cell was used properly for a proper send off to a long time feud was Edge vs Undertaker in Summerslam 2008. They had been feuding from Wrestlemania-Summerslam! Taker-Brock and Taker-HHH had the intensity to justify being in a Cell along with Ambrose-Rollins but Edge-Taker was a legitimate slow burn feud that ended in the Cell.
