Honestly, I think Penelope was so tired of her Mom and Travis "making out" in front of her, and everyone! She probably thought if they get married it will only escalate and she would be stuck with watching it all the time! Nah. In my opinion, it's the most selfish thing a parent can do is to go off and marry someone without their younger children's approval. Especially when Kourtney's kids, in this case, weren't included in the engagement party. That's foul, and for her to just get on with the marriage doesn't sit right with me. I don't care if kris made that call. Travis is supposed to be the upcoming stepfather, it's his responsibility to make sure his future stepkids would be there. It's just weird. He cared enough to have his kids there but not kourtney's.
