My Response to the Taxi Scam Incident

  • Here is my first impression and response to my taxi scam video that has gone viral in the Philippines in the last week. This is not just the taxi driver's fault, but a corrupt and systemic issue that has sustained for a number of years. The only way to halt this behavior is by creating frenetic awareness and working together to report these incidents when they happen.

    Don't feel bad about it. You did the right thing. He even accused you of "editing" your video! Means you framed it to make it look like he really scammed you. I agree not ALL taxi drivers are bad/scam but there really are just some who are making a living out of these scams, they're pro's at it. Protected by bad cops or corrupts airport authorities.

    No, Haley you don't have to feel sorry for what you did. This is too much. If you don't give him a lesson on what he did, he will keep on doing it and take advantage of foreigners or travelers. It must be put to an end. In the first place, his aware of what he did is wrong and it's against the law. but still he keeps on doing it intentionally. What is wrong is wrong...

    You are such a good person. The fact that you look beneath it and understand why a person is the way they are shows your empathy and compassion. Also... it’s true they need to make you feel safe in those taxis.. it’s their job! I’m glad you put it on camera, it’s good to also help those who travel and what to look out for.

    There are actually so many good taxi drivers and this guy made them all look shitty. The way he was talking to you--what a jerk, talking down to you, belittling you, thinking you didn't understand what he was saying or know how to stick up for yourself. It's never just the scam that sucks, but the way the scammer treats you as a human being, you feel robbed of not just your money, but also your dignity. I think you handled yourself well & I commend you for shedding light on systemic corruption that taints the true beauty of the Philippines. Sending love your way.❤😌

    It's great that you are sharing the video and that it went viral. The people of the Philippines are actually the most welcoming and polite people I've ever met. We just came back a few weeks ago from Manila and Davao and we are going back again next year. Showing the corruption will help the country even if it creates little change, it's still change that the country needs. ❤️

    I’m from the Philippines, full-face Pinoy and I still experience scams and sometimes I just fall for the trap bc I’m too tired to speak up. Thank you Haley for standing up for what is rights that we can’t even do.

    You just did the right thing Haley. It's not your fault that his license was revoked. This incident should serve as a wake up call to anyone trying to scam people. I've had my own personal experiences with some of these taxi drivers before and just like you, I fought for what's right. We may feel sorry about him but that's the consequence of his actions. In life we only have 2 choices, either do good or bad, he chose the latter. Take care and God bless us all.

      The taxi driver deserved what he got but it is too much to wish him dead or to call for him to be killed. I saw a lot of comments on social media calling for the death of the taxi driver, some of those who want to kill the taxi driver are even women, what has happened to this country? Grabe, and if you look at the profiles of those who want to kill the taxi driver you will see a pattern, most of them are obviously Duterte supporters.

    Corrupt Taxi Drivers should learn their lesson. It was so brave of you that you expose without hesitation this kind of activity which is happening for sooo many years. It is so frustrating to deal with the driver knowing what they are doing is off the grid and that their kind of reasoning is way over the top. Making the wrong seems right.

    Imagine if you went into a restaurant and the server hands you a menu that had no prices listed. But you go to this restaurant all the time, and you know there are menus with the prices listed exist. You ask the server for the real menu and he does what the driver did in video. Everyone who says the driver needed to scam to make the money, should just let their servers make up prices when they go out to eat, you know ...“ because the servers have a family ”

    You are a hero and will help change that behaviour in the Manila taxi industry. I did a vid on the Manila taxi drivers a week or so ago who try and take us foreign guys to prostitutes. Well done Hayley.

      Haley, I salute you for uploading this scam at the airport. Im an ofw (teacher) based in Thailand , that every time i go home i experience this taxi scam. So when i went home last December,2017 i took GRAB .

    You did the right thing Haley. I was so happy while watching this video. At least, this will definitely impact the the corrupts system of taxi transportation at NAIA. I think the Airport authorities have been aware of this system but they have been ignoring this since they arent affected of this issue. It's only now that the airport authorities went ballistic because of the unprecedented exposure and they know that they have been tolerating this issue. It's a massive slap on their faces. This is really embarrasing. Foreigners would be hesitant to visit our country however this is an eye opening to those who are doing corrupt activities. Job well done Haley. Keep inspiring people:-)

    I’m thankful you addressed this. We are travelling to the Philippines this year and I’m so glad to have come across your video... well, your whole channel in general. This is something I will definitely keep my eyes open to. I don’t mind paying the money but as you and your brother have said, it’s the principle.     Hey Its okay to feel sad for the driver, its a human nature to have that emotion. Feeling sad and feeling guilty are two different thoughts. Someone needs to step up and scammers not only need to learn a lesson but to stop ✋ all these quick-fix-damaging other people's principle. Though we have grab or uber, we still need regular taxis and they still need this job. This is a call for taxi operators to make sure all their cabs and meters are working perfectly, not that drivers will get a chance to bargain (scam) for a "not working meter" excuses.

    Really appreciate this, Haley. As far as the airport manager goes, it's hard for me to believe he wasn't aware of the scam prior to your vlog. I think he was putting on an act for the camera.

    Thats what makes me feel worry as well everytime Im going for vacation in Philippines, those kinds of corruption on the road. It happened to me 1year ago.. Too bad that some staff from airport are also part of th e scam.. They will encourage you to take Private taxi as they saying its safer. But then they will give you a price of 1500 php "Malayo o Malapit" .. same price. It was really bad experience. As Ms. Haley said its not the amount that matters..

    Like what you said, it's a matter of principle.. everyone has to be fair and must follow the rules, that driver included. Being on the limelight serves him well and other scammers should beware. I once reported a white taxi but it takes someone like you Haley to get the media and authority's full attention. Huge thanks to you!

    Haley, you've done the right thing. This problem has been going on for generations. If anything, you have shone a light - an international one at that, on this issue and even though this type of behaviour and corruption will not easily go away or entirely, however, it should definitely provoke a change for the better! Yes, this taxi driver was just trying to make "extra" money like most people in the Philippines, but, there are far better & LEGAL ways to do so. Keep up the great work!

As a foreigner who just spent 2 weeks in the Philippines, travelling between Negros and Palawan as well as Manila, I dont know the "better" and legal ways you are talking about especially for the average taxi driver. I dont condone the taxi driver, but after seeing the homeless in Manila (who are literally dieing under the pedestrian bridges at MRT stations), the 400 persons line in the street for a single job interview, and how little the tricycle drivers earn, in the big scheme of things compared to the western world, 500piso really isnt what id call a scam. The white vans charging 2000piso, thats a scam..... but at the same time maybe you are paying the priviledge to skip the 40 minute ques for a taxi. Yeah i understand this was a white taxi that people que for the cheap fare, but i see why the taxi drivers ask for a little extra. Im all for upholding principles, and as Haley said her self, you gotta feel a little bad for the taxi driver, all this national attention, because he was the one who got caught. basically asking for a tip. Regular fare plus a tip, could have ended close to the same price. He definately wasnt the first driver, wont be the last. But he did breach rules of employment when he argued against turning on the meter. If he had done so to begin with, Haley probably would have told him to keep the change when paying the fare. I usually do.

      I fully understand your point and a lot of foreigners who come to the Philippines, are appalled by the abject poverty everywhere they go. However, my point is that when it comes to earning that "extra" cash or supplementing an income...there are indeed "better" and legal options, 1 example being a good, honest taxi driver which in turn can "earn" the driver (in a lot of cases - especially from foreigners) a TIP. Haley is from the US so is very much accustomed to giving tips and I wouldn't be surprised if she gave one hadn't the taxi driver behaved in such a manner OR as you said, would've told the driver to 'keep the change'. I personally give reasonable tips when I'm in the Philippines and I don't even haggle when buying stuff because I know how little most of my fellow Filipinos earn! There are other options but the point is, a SCAM does not have a PRICE....whether it's P500 or P2,000, it's the INTENT of that person to wilfully defraud another and this behaviour needs to STOP. It's been going on for a very long time. Who knows how many other passengers this driver has scammed in the last week, month.....years that did not have the courage like Haley to retaliate???? Surely that's beyond a "little extra income"?? Corruption has many forms & this is definitely one of them & if everybody just turns a blind eye on this issue, then unfortunately along with crime, pollution etc will only hold Philippines back in my opinion.

    I admire you Haley for showing not only the good but also the bad of our society. This was a long running issue here in the Philippines and I hope one day this can be settled already. Neither I has a solution for this problem. But, I share the same concern. This also happens not only to foreigners but also to locals who lives farther from the Central Business District (ie. I live 2-3 hours away from almost any destination). Before Uber and Grab came, taxis would not agree to bring me to my destination, put an excuse and drop me nowhere or worse I would be asked to pay a double their taxi meter. I really hope one day our society will have a solution to this.

    "The only thing necessary for the triumph of evil is for good men to do nothing." You did what is right and no one should ever apologize for doing the right thing. It's human nature to feel bad about his predicament, but it is the consequence of his own choosing... staying in the airport waiting for passengers was his choice... who told him to stay there for that long and charge it to his passengers? Imagine how many people, especially foreigners, he already victimized.... I say, it's about time he pay for it. He is only apologizing now because he was caught red-handed.     I didn't comment on your video before, but it looks like you've had an avalanche of responses... so I didn't want to add to the pileup. You've got a good heart kiddo. Solutions are always more difficult to come up with.
    There has to be a way to ensure that taxi drivers have what they need to make a living and have the incentive to be the best they can be. I hope that the Airport Authority can come up with a program that gives incentives to drivers... reviews and positive comments regarding drivers should result in raises. Perhaps if a driver gets a certain amount of positive comments online through a review scheme, he can be eligible for a bump in pay. Being rewarded for being the best professional out there makes sense to me. That's just a thought about the whole thing.
    Haley, your little ripple in the water started an immense wave. Hopefully, some good will come out of this!

      Steven Paul O'Brien May it be in the Airport, (yellow taxi) or not (white taxi), it is not proper to charge exorbitant amounts or not use the meter. The driver saying they waited more than two hours just to get flagged down by someone who wants to put down the meter is not the way for him, he said he should be compensated for waiting? Hahaha that's an absurd way of thinking. The driver needs to be banned and charged

    Tagal na nitong sistema na to and hindi talaga mawala mawala. Dati, pinagbabawal pa ang Grab and Uber sa airport kasi nalulugi daw yung mga taxi drivers.
    Sana magkaroon ng awareness din sa mga tourista on how to deal with scam like this..simpleng vid sa airport na yan yung encounters na dapat nilang iwasan..etc.
    Mejo harsh yung head ng airport security sa news, kahit gago yung driver, dapat professional padin..what we do and how we deal with difficult peeps reflect our values padin. For sure natuto na si kuya..pero wag padin palampasin.
    Na experience ko na to toooi many times that nahihiya nlng ako sa mga dayuhan dahil ako ng Pinoy, ginagago ng kapwa ko Pinoy, sila pa diba?
    TIP: kung wala kayong local sim next time, ask a friend or a family member to book you a ride uber and grab..compare before, mas okay na ang wifi sa airport.

    you did the right thing Haley we expercience the same thing but we just accept the price he wants to be paid ..we paid because it's raining we don't have a choice but to ride a taxi because we're carrying our 3 month old baby and our 5 years old daughter from kamias to españa the taxi driver asked 450 pesos..thats a wake up call..you gave us an idea that everytime we're riding a taxi set a video to record the good and bad happenings inside the taxi

    I will qoute a phrase I saw on a show that made an impact on me..."Bad things happen If good people do nothing"... Thanks Haley for showing us this video and hopefully something can be done about this corrupt system. It also shows that you have a good heart and feeling "na aawa" for this one taxi driver and I myself felt uncomfortable seeing him being berated on national tv, I felt that the incident should have been handled more professionaly.

    Haley, you have done the right thing by uploading your video on YOU TUBE about this taxi driver. He is trying to take advantage of you and also it is not right for him not to put the meter on. You did not have to ask him to put the meter on. Clearly, he is trying to let you pay more that is why he did not turn on his meter. This antiques of taxi driver like him has to stop. I hope other drivers will learn from this incident.

    People fly thousands of miles to visit the Philippines . The first interaction they have in the country is getting from the airport to their hotel . Honestly , the taxi situation is the worst . Who wants to get off a very long flight and know that you are going to be scammed ? The one thing that has caused my to think twice about visiting the Philippines is the airport taxi situation .

    We are foreigners who lived in Manila for about 6 months back in 2009 working with a company called Teleperformance. This was happening then. Particularly from the airport. In saying that we always managed to get a metered taxi where ever we went. We would always end up giving all taxi drivers a tip because we did feel the fare was extremely cheap for the service we got.
    Anyway, we want to come back to The Philippines. Anyone from The Philippines want us to come visit your country again? 🇵🇭

      It's a nice place to visit, especially if you've got trusted contacts here and if you stick to the more afluent areas.
      Otherwise, stay the fuck away from this place and watch On The Job by Erik Matti; that should cover most of what living in this country is like.

    Haley, salamat talaga for creating this video. As a Filipino-American as well, I have experienced the same situation many times when I come to the Philippines. Hopefully this will create a new, safer, and more honest system. I have felt as if I were "taken advantage" of or taken for granted b/c of my limited Tagalog or being seen as "too American" by taxi drivers. I once had a driver literally loop around a couple of times to increase the meter fare. Someone needed to address the corrupt system, and you have spoken up in a mature and respectable manner.

    This thing doesn’t only happen with foreigners, or people coming from the airport. Usually this happens also if you are going from point a to point b that is too far. They take advantage also during the christmas season. This people who are doing this scams are probably annoyed that their operators are taking advantage of them. BUT that doesnt give them the right to do this. We encountered a very good driver and he highly speaks of his operator because they are well taken care of with proper benefits. We always need to find the core of the problem so we can do proper solutions. But as human beings with so called religious beliefs, etiquette or even morals We need to be aware of our actions because it doesn’t only affect ourselves, but it affects the people you deal with and in the bigger picture the whole world.

    You did the right thing Haley, by exposing the corruption in the system and the government are well aware of these type of complaints and not doing anything about it...per the Manager of the airport "pinagiisipan nyang tanggalan Yung ibang taxi drivers na may ganyan complaint." Seriously??? I was the victim of these scambag and did nothing because I have no enough time to deal with that drug addict taxi driver. Hopefully this will served as a lesson to other scammers out there.

    that is the problem with most taxi drivers, they like to make contrata and kept complaining about the traffic and cost of fuel. They should not have become drivers in the first place. They became rude when they are being contradicted. The involved person isnt even regretting for what he did, he even accused her of editing. That shows his true colors. Dont feel sorry, you are an instrument of justice to be serve

      I try to go to the Philippines twice a year, and every time I go, I get scammed by taxi drivers. Charge the meter plus 500 for traffic, or charge a 1000 flat rate, when I know the real rate is much lower. I think it's mainly because they see my white skin so they automatically think I'm a rich foreigner.

    Haley you did the right thing. Think about how many people are getting ripped off by taxi drivers every day and no one is stopping those crooks. The Airport administrator was just making an example of that one driver to distance himself from the dishonesty going on in his airport. It's not like there will be undercover cops searching for other drivers who do the same thing. Please ignore the people saying that this poor taxi driver should be allowed to rob his passengers. It is wrong and needs to be stopped. Bringing it to the publics attention is the only way to bring change.FYI: Are you getting used to the blonde hair? It makes you look younger. :D

    It is NOT just the taxi drivers that TAKE ADVANTAGE OF US TOURISTS, the hotels, the small boat ride, the food, the tricycle drivers, and the street vendors. I have dealt with those CORRUPT people.

    This taxi driver deserved the public humiliation of his unacceptable behaviour. By the looks of it, he has done this scam many times over and got away with it. NOT THIS TIME. Any behaviours like this can never be justified. Not because of family needs, not because he has been waiting in the queue for a long time, NOT ANYTHING. It is just unacceptable and he is actually breaking the law. I hope he will really learn from his mistakes. Thank you for exposing this.

    I would have thought that entering the Taxi with your Vlog Camera running would have forced a driver to be cautious and to do and say the right thing. The fact that he continued with his 'up sell banter' while the camera was obviously running shows (IMO) a total disregard for policies and procedures

WHAT A STUPID CONCEPT ANYONE. You can't be truthful. This guy did not make a mistake HE DOES THIS OFTEN. AS A MATTER OF FACT the report says he has tons of complaints. And you tell just how he was talking how he runs his FAKE GAME (teach you some Filipino words, aw STFU YOU LOSER) This happened to me all the time in Cebu. EVEN THOUGH YOU LIVE THERE AND NO THE WAY THEY WILL TRY THIS SHIT. THIS IS WHY I AM PRAYING UBER AND GRAB SHUT ALL THE FUCKING TAXIS DOWN! And this happens in PHILIPPINES, I never have this shit in Malaysia, Singapore, Japan, ONLY DAMN PHILIPPINES!
      That guy was a disgusting pig and I hope he loses EVERYTHING because he has ran that scam probably a thousand times!!!! But I understand if she was in USA she would be celebrated but in the child like Philippines SHE COULD FACE DEADLY BACKLASH from driver and other stupid simple minded scammer drivers!

      It's because LTFB is slow to take action. They were fast on Haleys case because she is blogger and a relative of Karen Davila of ABS CBN. But how about us the simple riding public? It's so irritating.

      She did mention that it’s no excuse even if the driver has a family to support/did it for survival.. She mentioned it because she knew there would be people who would say this to defend the driver.
      Good on you Haley and great job for staying so calm and collected throughout everything. Scams like this happen not only in the Philippines, it’s pretty much worldwide. Taxi drivers and the number 1 Scammer in majority of the countries. Thank you for highlighting this issue, although it’s highly unlikely that these people are gonna change their ways.
      However on our side we need to learn how to react or what to do when encountered with such situations.

      Damon QingHui Er ...a lot of times I keep trying to hail another taxi if I'm not in a hurry or the weather is fine. I get lucky after 3 or 4th time. So you see..30 or 40 % of the taxi drivers are scumbags. They are opportunists and victimized the weary and tired passengers. They thrived because taxi operators and government are slow in punishing them. The riding public is helpless.

    hi Haley, I have to admit that I am one of those who's so proud that you were able to have this taxi scam on film, I am a taxi commuter for more than a decade now and I have experienced such scams as well, I have met different taxi drivers who demands or jokingly implies bigger tip or even a fix rate, the first reaction which I usually have is fear and so I agree with u about mentioning the dangers of being kicked out in the middle of somewhere so inconvenient or a place which is not safe. Whenever I am faced with such taxi situations it gives me so much discomfort that a taxi driver is not in his 100% in giving you the service you deserve unless u'd give them more. It's just too sad and too frustrating.
    What i do during these times? I usually talk to the driver before hopping in, if they'll try to ask more (and if it's justifiable) we'll settle on the specific add-on's (on my terms), if they won't agree, then il just have to look for another ride and take a pic of their taxi..hehehe

    I admire your being kind-hearted to the driver despite of the mistake he made. You really are a special person.
    The airport authority, I'm pretty sure, had been aware of this corruption all these years. And I think this has been reported several times to them. But implementing a permanent solution probably was not successful, or getting a concrete evidence to support reports from individuals were not available. You came along and you were able to provide a visible report of the situation. You have a platform, you have built a name, you have followers, and I think you are one of the best persons, if not the best, to expose this. You handled the situation really well, the media and higher authorities noticed, and you stayed humble even after the video went viral. You go girl!!!

    It will be just another "ningas-cogon" action from the authorities. If this did not go viral, no action will be taken. If we would like to change for good the image of the Philippines, let's start it with ourselves. As an OFW I've experienced this as well & it's not with the WHITE TAXI, but with the AIRPORT TAXI. Ideally, Filipino's are kind-hearted & a giving type of people & some take advantage on this. Not All OFW's here are successful & we worked hard on every single cent we brought home.
