For those who dont understand,
The Bullet is made from Eri's Blood. Her Quirk enables her to Reverse time on people she touches. That's why Midoriya can use OFA without destroying his Body.
On Lemillion's case, Overhaul said the bullet was made to reverse the Quirk before it manifested to the Target's body.

Think of how a human foetus develops limbs and head after a few weeks in the womb. Now imagine if somebody removes the genes to develop arms of the foetus.
