If its purplish its Levi's passive which also reduces your vision or if its just just black then its a Leviathon's passive which slows your movement and fire rate
The best way to counter this is to play passive: 1 hide somewhere near to them, where they can't see you while they are fighting 2wait for the effect to wear off 3go in and strike However if you're playing aggressive with fast moving , try to ambush them If you're playing a shield hero you should Just run in

Also when enemy cyclop get a kill near your spot your vision and fire range will be disable for a short amount of time
