We don't know much about how powerful rimuru will be by the end of the light novels but we know rimuru will be significantly more powerful than their WN version which would place them around the same tier as High Outerversal just like you said. But going from Low outer in the WN to Possibly High Outer by the end of the LN wouldn't allow rimuru to stomp People Like Akuto sai or Featherine it would just put rimuru on their level. HOWEVER We know that LN Velda in his prime was boundless, we can also assume Ivaraj at full power would likely be greater than or on par with EOS WN rimuru putting him somewhere around Low Outer. If rimuru Outright defeats Ivaraj in the LN the same way they did to Yuuki in the WN and ends up obtaining GodHood on par with the likes of Veldanava just like in the WN then rimuru might end up being Tier 0 or Boundless which would put Rimuru on par with the strongest characters in all of Anime/Manga/Light novel History like The Creator from Unimeko and Rimuru would definitely stomp Akuto or Featherine At that point.
