Potato graphics was used as early as Battlefield 1942. I remember being able to snipe a "pixel" at 800x600 resolution. And most hard core Quake 3 Arena players turned off as much effects as possible, including the first person weapon.
ULQ used to be a lot more cancerous back in the day. It would wipe entire forests off your screen and expose the enemy. Now it actually renders the forest but it looks thick and awful, which was a good change as so many people used ULQ as an easy way to kill people. I do appreciate ULQ though. I used to play on a potato laptop that could only play ULQ at 20fps (it would sometimes drop to 10fps depending on the map), but despite that performance I still had fun.
NGL ULQ back in the day was a money printing machine! I pissed off so many people who then accused me of hacking. IIRC fences would not render correctly either.
It can go even lower than that. But you have to play with the files a bit. You can get to low polygon indie game graphics, before things start to get wild. Like planes flaps stretching instead of turning and it doesn't stop even if you raise them. It takes usually about 5min in a game to find yourself in a world filled with black beams pointing everywhere that turn, with the planes. And explosions create "black holes" that have those same beams endlessly stretching into random directions.
Oh its broken, you get the seal clubbers in low tier running ULQ (Ultra Low Quality) on machines that cost as much as a car cause they that much of a basement dweller.
This reminds me of the original Far Cry, almost 20 years ago now (!!). With the graphic settings cranked up, you'd get this lush thigh-high grass between the palm trees. With the settings low, you'd get this flat surface texture _of_ grass on the ground and some foliage here and there. Wanna guess which scenario allowed for easy spotting of enemies? Low graphics quality made searching for dropped weapons a lot easier too.
To put simply playing in low or min quality sometims could consider a cheat (idk if it fixed or not) - you have advantage because no shadow or folloage to blend enemy tank - smoother fps tooo much - tank model have better detail compared to surroundings - you can spot a plane (a dot) in a sky (you can notice it farther compared to high setting) - as long as you not less than 1 km to your enemy, You should able to saw them in clouds (not quite clearly, but noticable especially after you saw them first before entering cloud area)

people with good PCs wont gain anything from higher refresh rates. Its really just the small advantages for spotting and finding enemies that really make the difference. I get 200+ fps in max settings 1440p and i dont even have a super high end PC. I used to play 30-60fps on a shitty imac in ulq

The biggest advantage of ULQ is the lack of visual noise. With high settings everything looks great but your brain is overloaded by so many impressions that try to get your attention while with ULQ you will spot a target much quicker because there’s so much less happening on your screen.
I use a similar trick when playing Dirt Rally 2.0. Turning off the grass/undergrowth graphic layer allows you to see which corners can be safely cut and which have a hidden tank trap.

The vehicle textures used to drop significantly, but I never noticed that the actual model stays perfect.
