Me personally we are probably gonna get sea 4 in update 26 / 27 So we probably are gonna get it in the next update there is a high but low chance we are gonna get it when the cap is 2750 And we are probably gonna get 4th sea when there is a tiki outpost boss
Theory: Submarine is gonna be use to explore underwater (we might meet a sea king) and if this theory is correct there might be a sea event that is an ancient city that might contain the devine art

Yeti fruit was an L. Cool animations but we need our dashes to be directional when shift locked so we can take advantage of mobility. And we need an NPC sort of like the mysterious scientist who allows us to raid for bounty/honor. But possibly allowing pvp to give more since dragon (west) is in the game which is a (Mythical Creature).
So we can get a 4 sea by using control or maybe a another type of fruit to get to the 4 sea because it will can contain isalnd we don’t have from one piece as well of we do get vega punk island we can get certain awakenings like Leopard or rubber and we might get a chance get tp to a new area that will be a 10% chance to get and we will have a new grinding sea

My theory is that maybe once the submarine is already prepared by the guy that submarine is gonna take us to a new map UNDERWATER that makes us explore and discover even more lore and not a fourth sea, bcuz they're not done reworking islands yet and a fourth sea that can't match with the quality of the reworked islands will take EVEN LONGER than the upd. 24, imagine a fourth sea with only a couple of islands that looks like first sea's small and unreworked islands. (this is just a theory)
And one more thing, alot of people have not been considering the dialogue of the submarine worker like AT ALL, that's why I think we're actually gonna have a new map underwater, I think his dialogue says that in the depths there's glowing jellyfish, hidden ruins and that stuff, and I personally think that this isn't related to law's powers or that stuff since BF already suffers so much bcuz of copyright.
Devs warned that sea 4 is last sea for blox fruit, so i doubt that they will release it so soon
I think the submarine is for the control rework cuz in one piece law has a ship like that

bro we are definitely getting a kaido boss because the submarine will take us to onigashima, where the kaido boss will be. Also, in the turtle island quest (the one where u get main character title) after u defeat captain elephant, who is in Kaidos crew, capta8n elephant starts yapping but he says that, “you wont defeat him” and ‘him’ is 100% kaido, cuz kaido is the captain of captain elephant in one piece
they will not add anything anime related, they have been changing the game because of copyright, think of it.
