Brandon, MB - Major Fire Emergency - 4 Commercial/Residential Structure Fires

- May 19, 2018 will forever be remembered in Brandon’s history. Downtown Brandon was on fire.
Around noon on Saturday May 19, 2018, fire crews responded to a report of a structure fire at Christie’s Office Plus, which was an office supplies store, and was one of the oldest buildings in Brandon. The building on 7th St. and Pacific Ave was fully involved upon arrival. Fire crews tried their best to contain that fire, but the fire soon spread to multiple other major structures due to wind and explosions causing embers and burning pieces of debris to fly throughout downtown Brandon.
Massey Manor’s roof (a 4 story living complex), almost directly across from Christie’s on 6th and Pacific caught fire along with a smaller 1 story strip mall-type structure to the east of Christie’s (housing Collyer’s Sales and Services, Kazic Kontracting and Brandon Boxing Club). A fire also started on the west side of the “Cold Beer Store” on 5th St. and Rosser Ave and was fully engulfed with flames within minutes. Police officers were trying to extinguish the fire with fire extinguishers prior to the arrival of fire crews.
Office of the Fire Commissioner, CFB Shilo Fire Department, Souris Fire Department, Oakland/Wawanesa Fire Department, and Manitoba Hydro's Brandon Generating Station Emergency Response Crew all came into town for mutual aid to help Brandon with fighting the multiple major structure fires in the downtown core.
Quint and OFC's Ladder #1 were set up at various locations providing master stream support. OFC Ladder #1 was first deployed to the 5th St. and Rosser Ave fire, while Quint stayed at the original location of 7th-6th St. and Pacific Ave to battle those fires. OFC Ladder #1 later moved down to the Pacific Ave location to provide support there.
At this point, there have been NO reports of fatalities or injuries in regards to these fires, which is very impressive considering the magnitude of this event. Great job by all involved to contain these massive fires as best as possible. All fire crews involved saved downtown Brandon.
This incident will be remembered in Brandon's history, and is one of, if not, the largest emergency event in the city's history. At least 4 major structure fires, and multiple personnel and fire crews on scene. Sad situation, but impressive to see the work of our fire crews, and surrounding area fire crews and other resources such as Manitoba Hydro and police doing work.

Great filming. Sad that so many peoples lives and livelihoods have been touched by one event. Thankfully no life lost and no know injuries,
Thanks very much! But yes, very sad. Lots of lives were impacted, lots of livelihoods were destroyed, lots of devastation. In my opinion, the most important (and best) part about the situation was that nobody was injured or killed. I think that's amazing due to how chaotic and intense the situation was at times.

It was pretty hectic, and I was speechless as well. Both fire areas were pretty close together, so I was switching between fires. But yeah it was quite chaotic at some points, especially when the vendor fire was starting.
Large fire with great filming of the action, thanks to the videographer. Since this film only shows the FD in a defensive Surround Drown & Contain position it really looked like the FD could have used another 3-4 water towers. But like in all fire situations, the FD make do with what it has or can borrow. Good job all around.
The reason for why most of these fires were fought defensively was because of the largeness and chaotic nature of this event. This wasn't your average house fire, these were 4 large buildings, spread blocks apart, that were simultaneously on fire. Most of the fires were too dangerous to deploy an interior attack on due to the low manpower. The low man/truck power was simply due to the fact that there was so much going on. My city's fire service only has 2 pumpers and 1 ladder, so fighting 4 big fires like these just isn't possible. Mutual aid was called in from 4 different departments, and that was the first time in our city's history that mutual aid was called in. Thanks very much for your kind words though!
And where do you figure they'll get three or four more towers? Go on google maps and take a look at where the closest large centers that would have a tower are. The closest one east is almost 130 km away in Portage La Prairie. After that it's Winnipeg. To the West, I'll go out on a limb and say it's in the next province over in Regina Sk. It's funny how your comment three months previous you pretty much shit all over them. Now it's good job all around?

What a fire, they were in a tough spot with that wind. I am surprised by only seeing one ladder truck though.
There was actually 2 aerials at this fire. Brandon Fire only has one (Quint), and the fire college (Manitoba Office of the Fire Commissioner) has an aerial mainly used for training firefighters, but they also responded. Not much more you can do if you simply don't have more aerials. But yeah, it was a wild day, historic.

See, I can't really answer that because we don't have "alarms" here. We don't have a large enough fire service/city to have them. If there's a structure fire, every front line staffed truck in the city goes. This was the first time in modern history, possibly ever, that mutual aid had to be called into the city for structure fires. This probably would've been the equivalent to a multiple alarm fire in major cities, maybe 4-6 or 7 somewhere in there. Again, hard to tell because we don't have those here. Thanks very much for watching! I'm glad I was able to document this major event in my city's history.
All hands in Brandon Fire Department since they only have 2 fire stations, the rest would be called in from RIvers, Wawanesa and CFB Shilo. This looks like a Brandon FD all hands call plus an extra alarm likely called out to Shilo. Brandons two fire stations feature a pumper each, and a quint that counts as a ladder truck, tankers, light rescue and the rest are light brush fire trucks and fire chief trucks built on an F-350 chassis.
Shoulda used the deck gun. Whole fire woulda been out in, like, 2 minutes. At least, that's what I read over and over in other fire videos. Great job filming and editing. What a thing to happen!
I don't know about the deck gun. There was not a ton of fire visible street-side of the beer vendor fire. Most of the actual flames were deep-seated inside of the building, or flames coming out of the middle of the building more or less. I doubt a deck gun would've knocked this fire down in "2 minutes". Again, it was very deep-seated and hard to access. That being said, CFB Shilo fire did have a deck gun operating after they had been on scene for quite some time. Pretty sure that was as the roof was collapsing and caving in, giving the deck gun an accessible point. But thanks for watching and liking my stuff. It was an absolutely wild day. Very happy to hear there was no injuries or fatalities.
Yeah, that was actually a joke. There's a guy who appears on a lot of fire films criticizing the firefighting, and invariably saying that they should have opened up with the deck gun on arrival, and put out the flames in 10-15 seconds. Pretty obvious in this event that the deck gun was not the right choice for a preliminary attack. Keep up the great work!

Thanks very much for watching. Here's the latest update on the fire as per an article published by The Brandon Sun earlier today.
"The fire that levelled three downtown Brandon buildings and severely damaged the Massey Manor housing complex appears to have started outside, north of the Christie’s Office Plus building.
Causing an estimated $25 million in damage, the May 19 fire is believed to have originated in a grassy area between the southernmost CP Rail line and the north side of Christie’s, according to a release issued on Monday by the Brandon Police Service.
Sgt. Jeff Hoad said that a number of witnesses reported seeing people in and around the area at the time of the incident, which might suggest human involvement.
With these individuals yet to be identified, the release noted that it is unknown at this time whether the fire was set deliberately or accidental in nature.
There is no evidence to indicate that operational activity on the rail line caused the ignition, the released added.
Former Christie’s owner and acting company spokesperson Don Green said it’s a relief to receive confirmation of their initial suspicion -that the fire was not their fault.
Due to theirs being the first building to go up in flames during the blaze, the Christie’s building has been pointed to as the source of the fire ever since.
"I think people were looking for a reason, and the fact that it’s been determined that it wasn’t anything in our building makes us feel better, if you can," Green said.
Brandon Fire and Emergency Services responded to the initial structure fire at 705 Pacific Ave. at 12:29 p.m. The fire then spread to three additional buildings.
The neighbouring building to the east, which housed Collyer’s Sales and Service, Brandon Boxing Club and Kazic Kontracting was destroyed, and embers are believed to have been blown a block over to the Cold Beer Store on the 500 block of Rosser Avenue, which was relegated to charred rubble in its aftermath.
The fire also spread to the Massey Manor housing complex, situated across the street directly south of the Christie’s building, whose residents were evacuated and remain out of their homes one month later, with excessive water damage being reported throughout the structure.
Green said this fire draws a direct parallel to a similar brush fire that took place in 2011, which started in a shanty located outside the Christie’s building, and climbed up the building’s exterior, causing smoke damage throughout.
Since that time, the building’s exterior was "cleaned up really well," with gravel put down north of the building, between it and the railway tracks.
Although the fence CP Rail installed along Brandon’s length of railway tracks, in order to help prevent trespassing, cut down on foot traffic a bit, Green said a "steady movement" along the tracks has continued.
Still, with roughly 90 per cent of the 40,000-square-foot building made up of wooden components, Green said it didn’t take much for it to go up in flames.
As Monday’s BPS release notes, the "strong winds dispersing ignited debris" helped the flames spread to other buildings.
With the entire incident accounted for, the release reported that approximately 8.3 million gallons of water was dispersed by firefighters in battling the blaze, and 67 Brandon Fire and Emergency Services, mutual aid firefighters and Manitoba Hydro staff were deployed.
The incident remains under investigation by BPS, BFES, Office of the Fire Commissioner and the Canadian Pacific Police Service.
Hoad said anyone with information related to the incident is urged to contact city police at 204-729-2345, or to submit an anonymous tip to Brandon Crime Stoppers at 204-727-8477.

@@janclendenin5407 In the department where I served as a volly I worked with women firefighters on 90% of my responses. The neighbouring communities had women on their departments one being a paid department. There are women serving in all levels of the fire service from Firefighter to Chief of the department. I know this because I know firefighters and officers including a female chief. The historical view of firefighters being all men is no longer accurate and there is no glass ceiling as to how high up in the hierarchy of command women can go.

The apparatus marked "OFC" most likely came from the emergency service college which is located in Brandon.
Sorry for the late reply Malcolm, this comment never popped up in the notifications. Both aerials used were 75ft quint ladder trucks. One was from our local fire/EMS service and the other was from the Office of the Fire Commissioner (OFC). To make a long story short, the OFC handles all fire investigations for the entire province of Manitoba, Canada. In addition to providing fire investigations, they also have multiple apparatuses and specialized teams that can deploy anywhere in the province for mutual aid. They handle a lot of USAR and GSAR missions, water recoveries in conjunction with the RCMP and other local resources, and structure/wildland fire protection during major incidents where a community or area needs additional help or resources. So basically the OFC is mutual aid for the entire province, they're deployed anywhere they're required. And thank you very much for your kind words about my video. I tried to document this event the best I could, and tried to document the incredible work of our first responders on this historic day for our city. It was a very hectic and intense scene/day, with a lot of things going on at once. Again, thanks a lot for enjoying my content, and sorry about the late reply.
*Side note, Brandon has the "Manitoba Emergency Services College", which is a part of the OFC, where people go to train to become a firefighter/paramedic. MESC has a lot of apparatus and pieces of equipment at their disposal for training, as well as Ladder #1 that you see responding and arriving, as well as working in the video. That's where that truck came from.
I am not a fire fighting professional but I can clearly see at the :10 point in the video the fire fighter with the hose clearly is spraying the non on fire building... Might slow down the efforts to extinguish the fire..
That firefighter was actually trying to spray water on the roof of that building, as it was starting to catch fire at that point. The original fire building was on the ground (as you can see in that frame) so there was nothing left to try and save. Their attention turned towards surrounding buildings that were catching on fire.

@@barroningram7286 Hey Barron. Sorry for the very late reply, but a "range tender" is an off-road fire truck specifically made for Canada's National Defense bases. It's the truck you see at 3:18 in this video. They're made for the ranges on the Canadian Forces bases, built for their rough terrain.

Awesome firefighting and filming. Thanks. In the US they'll turn up with the same equipment to a house fire, break every window, cut a hole in the roof while the house burns down and wonder why the owner want's to hit them.
Thanks for watching! Sometimes breaking windows and creating holes in the roof is necessary to manage the fire. In these specific situations those tactics weren't necessary due to the fact of the size of the fires and how far gone all of the buildings were.

With our modern technology nowadays, you would think that someone would figure out a way to fly over fires and drop some type of fire supressor on a fire like they do in forest fires. In this case with all the wind, it would probably not work but most of all, they could at least try. Knock down the heaviest parks of the fire and work on the smaller areas.
I mean, yeah it's a possibility. All of these fires were in a very dense urban area of the downtown core, with tons of buildings and vehicle, as well as hundreds of onlookers all around the area outside of the police tape. Bringing a water bomber in would be an option, but would pose significant risk to the public and first responders on scene. Also, not all of the fires had BIG significant flames that were visible (like a forest fire) and easily accessible via a water bomber. I'd say it would've been riskier and more challenging to call in water bombers, evacuate everyone out of the downtown core, then come back and try and fight the fires more. I think what they did by calling mutual aid was the best thing they could do in that specific situation. But water bombers would definitely be an asset for other circumstances in other locations.

Absolutely the wind was a factor. The wind was blowing in a south to south-east direction which carried radiant heat, smoke, flames and embers towards other buildings. I was very surprised/glad I was able to get OFC Ladder #1 responding. Probably never will again!

Well Brandon just has their fire/EMS service, so 1. But multiple other agencies (OFC, Shilo, Souris and Oakland/Wawanesa) were called in for mutual aid.

Yeah they have two fire halls, but they only have one "department". And #1 Hall is located on 19th St North not south.

All of Brandon's firefighter/paramedics that were on shift at the time attended, as well as numerous personnel that were called in from off duty attended. In addition, multiple surrounding rural fire departments responded into the city to help with manpower and increasing pumping capacity. Manitoba Office of the Fire Commissioner, CFB Shilo Fire Department, Oakland/Wawanesa Fire Department, Souris-Glenwood Fire Department, and the Manitoba Hydro Generating Station fire crews responded to help fight these blazes.

Those are CFB Shilo Fire Department trucks. First truck was Red 1, second was Red 15 and third was Red 5.

CFB Shilo Fire Department doesn't consist of all soldiers. Yes the fire department is on base but you do not need to be a soldier to be a firefighter there, although I'm sure some of the firefighters there are also soldiers. But yes it was awesome to see all of the mutual aid help come into fight these fires.
CFB Shilo would be completely DND civilian. Only Air bases, and Edmonton, have military FF's.

That's what I was wondering as well.
The incident is still under investigation, but officials determined that it may have been human caused. There hasn't been any other information released other than that. So no idea if it was accidental or arson.
Okay, I'll be asinine armchair commentator who finds fault with how this fire was conducted by the local Fire Command. In watching the progression of the fire, it was unbelievable to me that the FD's Fire Command Officer knowing that hot embers were landing on nearby rooftops did not send a squad up onto the 4 story building's roof to extinguish any embers which landing there as well as assigning a roaming crew to watch other building in the area before the drifting hot embers started another fire. Additionally, it was obvious from the video that there was nowhere enough manpower nor enough aerial water towers on the fire grounds to contain and suppress the fire. As such, the question arises, why were no additional alarms struck by the FDFCO in order to increase the needed number of firefighters and to bring in more highrise firefighting equipment ? This video shows that the local FD has an immediate need for better Command Officers. Inasmuch, as the fire was inconceivably allowed to spread from building to building and thereby, consume property which otherwise would have been secured by a more fire science knowledgable cadre of officers. The need is especially so to replace the on-scene Fire Command Officer who was unconscionably negligent.
Okay, I'm going to start of by saying I do not appreciate the 100% negative armchair "feedback" on my video. Not only were you not there (so you couldn't possible know all the facts), but you're being rude. You aren't trying to give constructive criticism, you are just being plain rude.
Manpower on this fire was stretched to the absolute limit. Every single on-duty firefighter/paramedic in the city attended this fire, along with every single working fire truck that they had. They immediately called for off-duty firefighter/paramedics to come in and help. The little amount of firefighter/paramedics they had were trying their hardest to contain the Christie's fire (first fire), but it was a fully involved 4-story office supplies store upon arrival. Couple that with strong winds, and again, small city manpower, it was a hard fight.
Brandon has never dealt with a fire of this magnitude before, therefore, this would obviously be a test and a learning experience to everyone who was involved. Your point about how Brandon needed more aerial devices is absolutely ridiculous, and it truly shows how you are so blind to the circumstances surrounding this incident. BFES has 1 ladder truck. The other ladder truck you see is a ladder from the local fire college (which has never been used for an actual emergency in Brandon). Those are the only two working aerial devices within 200km+ of Brandon. How could they have possibly gotten more ladders if they simply didn't have anymore? A small city like Brandon doesn't have the ability/resources to have numerous ladder trucks like a bigger city would.
I believe firefighter/paramedics were sent up onto the Massey Manor roof, but conditions were deteriorating rapidly, and with the dangerous of being trapped, they were pulled off. They also had to pop every single single door in Massey Manor to ensure that everybody was out, which took time and manpower.
It's quite obvious that multiple rural fire departments responded into Brandon to help. CFB Shilo, Oakland-Wawanesa, Souris-Glenwood, Office of the Fire Commissioner, and Manitoba Hydro's fire crew all responded. This was the first time mutual aid was used inside the city, and this is Brandon's equivalent of striking more alarms.
Your 100% negative, rude, blind, and belittling comments are astounding to me. You are negligent in your comments. My city's fire service does not have the funding or the resources as a larger city department would. How could they possibly have done any better with the resources they had? As I stated multiple times, all hands were being used, all trucks were being used, and they were doing the best they could. You have absolutely zero knowledge on the this specific situation, which is made very clear by your comments, so I'm not sure how you could possibly watch my video and determine what they did right or wrong. I'd be very careful with making these bold claims on random people's videos. Constructive criticism is fine, but full on armchair bullshit is pretty low. What caused this fire??
An official cause hasn't been released yet.
An update Bob, the fire was determined to be human caused. They haven't released if it was accidental, arson, etc.
Have they begun rebuilding the area yet??
No they haven't. They're still in the cleanup process. Christie's and the plaza that housed Collyer’s Sales and Services, Kazic Kontracting and Brandon Boxing Club are still being cleaned up with trucks and excavators there earlier this week. The beer vendor on 5th St and Rosser was also burnt to the ground, but it was cleaned up and cleared within the first couple of weeks. All that's left is the foundation. Massey Manor was the only building still standing in these fires, and from what I heard, only the roof and the top floor were severely effected. They're in the process of cleaning/rebuilding Massey Manor, but I'd assume that'll take a very long time before everyone is able to return. As for the other 3 fire locations and their basically empty lots, I'm not entirely sure what they're plans are for rebuilding.
The new beer vendor is way better. Way more selection.

Thanks a lot, and yes they did a fantastic job. Fire crews are still on scene now, about 48 hours after it started.
Wow! That was insane! Great job filming the emergency. Do the Brandon pumpers have deck guns?
Also, for a city of almost 50,000 why does their department only have two pumpers?
Brandon's pumpers do not have deck guns. The old generation of pumps (#10 and #11 Pumps) did but these newer ones do not. Brandon has 2 pumper trucks and 1 quint ladder which carries and pumps water, so technically 3 pumpers. Thanks very much for watching, it was a hectic day!
How did the water supply hold up?
Roughly 8.3 million gallons of water was pumped to put out these fires, and to my knowledge there were no hydrant or water-main failures, so I guess it did pretty well. I believe pressure in the downtown area was diminished for residential buildings and businesses during the fires, but all crews seemed to have a steady water supply for firefighting.

Sorry, but there was no title when first I saw it. What I did see was Office of the Fire Commissioner on the Ladder!
@@jamesfraser4173 Weird that the title didn't show up, apologies. But yes it was in Brandon. Brandon Fire, OFC, and multiple rural fire departments responded for these fires.
I remember when this occurred. Was there ever a cause of fire determined?
Yeah it was quite the day. The investigators determined that the initial fire (the one at Christies) started on the outside of the building, and was human caused. They weren't able to determine if it was arson or accidental. All of the subsequent fires stemmed from the Christies fire, due to radiant heat and embers/burning chunks of debris flying through the air.
@@LiamPattisonPhotography that was a war zone. I haven't been to Brandon since 2009. I'm happy to see that you didn't lose too many of the old buildings that you have there.
@@SocialistDistancing It was looking like we were gonna lose more. It seemed like every half an hour or hour something else was on fire. They lost Christies, lost the Collyer's building, lost the beer vendor/Code Nightclub building, and had extensive damage to Massey Manor, but managed to save that. Was a hectic day!
