That’s what Steve was trying to tell Tony from the beginning. But Tony didn’t want to hear it.
Besides the government just wanted the avengers to be their lap dogs. Look at what that costs them.
So that’s why Tony has learned and finally realized that Steve was right all along. The government is what will cost them their freedom and their allies.
