full changelog is in the modding thread in the 4th gen channel - it's very extensive (so I won't be posting it here).
many previously unusable/downright inferior weapons (i.e. koji cannons, back laser cannon, chain gun, hand gatling) have all been buffed or retooled in some way to give them a niche in the meta.
iTargetPractice has done some very good work, have to give a shoutout to him. check it out sometime!
