Ok, it's solved. Here was the problem. When I extracted the files, it gave me a folder with a folder in it, which contained the files. I gave it the address to the first folder, not the second, so when it used the path, it only saw a folder. It was one layer too shallow to see the files.

in my case helped: first you need to go to that directory folder C:\sqlite3 in your command prompt and then only type sqlite3

The downloaded zip file have only two files, sqlite3.def and sqlite3.dll. Its does not have .exe file
