Dumbledore machinations are in full force in his control of Harry - limiting going to the bank, drugging him, denying his inheritance, limiting the information given, invading Harry's privacy, and mind. There are at least 3 crimes committed.
Since this starts in the summer following 5th year, Harry is an emancipated minor for the following reasons: 1) his entrance into the Tri - Wizard Tournament (accepted by the judges notwithstanding being underage., ) 2) Harry was tried for underage magic in front of muggle before the Wizgengamot., (notwithstanding the fact that muggle is his cousin who has knowledge that Harry is a wizzard. ) 3) Harry is Sirius heir. Thus, the new Lord Black. It is interesting that they all are desirous to know why, and how come Harry is performing magic outside of school, and not being caught. Wondering minds wonder.
I think being an heir doesn't mean its the new lord of the house. Only when coming of age unless its mentioned in a will or something that they were emancipated
