If u want to see some tai culture....than u should visit namsai ..golden pogoda...the temple was build by Burmese labourer ...u can also visit namphake village in naharkatiya assam..it's a small tai village .Actually,there are many tai community in Arunachal and assam....but in assam they are divided into very small village...best time to visit this area are during festival season in the month of April....which is knowns as sangken ...

No foreigners allowed without permission in certain places in India. In some place like close border area they don't give even permission also for foreigners.
Forget about the rest of India, even the Indian citizen of neighbouring state of Assam need ILP (Inner Line Permit) to enter Arunachal Pradesh.
