Yes they are. Chandeliers come with long wires which is connected to extension reel and That extention reel is connected to electric wall plug

For 20ft wide and 10ft height .. you need 10- 11 panels
Each panel should be 3.5 yards long
Total fabric you need would be 35.5 - 38.5 yards. I would just order 39-40 yards .
