How Corrupt Cronyism in China Works

  • Zhou Yongkang was once one of the most powerful people in all of China. When he was arrested for corruption, authorities discovered an extensive system that converted that power and influence into cash.
    I recently picked up and read a really interesting paper by Ting Chen and James Kung regarding cronyism in China. You can read the whole thing yourself if you are interested but I wanted to share a few thoughts. It is pretty cool.

    If you want to read the paper, search the internet for its title "Busting the 'Princelings': The Campaign Against Corruption in China's Primary Land Market". Knowing what the websites for research journals are like, any direct link I post will inevitably become invalid in a few months (possibly a few minutes), so Googling the title is the easiest approach.

    I appreciate that you are capable of talking about this subject matter with a neutral voice and matter of fact style. This kind of subject matter would be so easy to sensationalise.

    Same as in many "democratic" countries. Government cronies give away land at sub-market prices and overpriced construction and procurement contracts but never see any criminal action but just more money spent on commissions and "recommendation"

    Are there any countries that still allow true land ownership? I think texas and/or Nevada had something on the books called allodial title, but it's not really that. Basically they let you pay your property taxes in advance, but whoever inherits it will have to start paying again.

    Dear Asianometry, Thank you once again for a well researched and developed piece, your writing and reading skills are improving with each piece. An issue that dovetails into this piece is how this process of Corruption directly effects the CCCP's PLA, Air force, and Navy. Many of the same issues you have detailed are part and parcel of the CCCP's military. While the CCCP has revamped the PLA and other elements of their military arm into a stripped down modern model based upon the USA or NATO, it retained the same internal culture and structure of its USSR progenitor. The CCCP has access to intelligent and sophisticated annalists, they understand this fact as well as we do, I can only wonder how they see the Russian - Ukrainian war, how corruptions effected Putin's intelligence, his information, and his decisions. In the end how it has effected the abilities of the GRU and AFRF on an actual battlefield, and then turning their eyes to Taiwan and upon their own military, weighing in their minds what that means for themselves in any future use of arms.

    yeah but..., you know.. we sorted this thing out in europe a couple of tousands years ago. not the coruption, property apects.
    there are 3 aspects pertaing to the "imobila" right of ownership:
    - naked property (land except buidings and "fuits of he land"
    - superfiicia (building on top)
    - usufruct. (fruits of the land)
    full property right includes all 3 but these can be splited and sold as such. (ask 35-40% of home owners in London with owning a leasehold).

    It's common traits be it east or west west .Nothing to compare .Event leader of people of faith has the same freed for power and wealth .

    3:58 "According to the trial documents the Zhou's paid just $20 million US dollars for assets worth at least $15 billion US dollars".
    Haven't read the paper yet, but it's always worth mentioning that these figures comes from the Chinese Communist Party, and that any hard number or allegation made by the CCP should be taken with a massive grain of salt *unless* those specific claims are corroborated by independent sources.

      It does strain credibility and even makes me wonder if I read things right. But the main takeaway remains the idea and the methodology rather than the numbers themselves.

      Whether it's 15 billion or 150 billion, does it really matter? Corruption is corruption, even a penny is corruption. You are saying as if it would be ok if it's not too much money.

    I am surprised that his anti-corruption campaign had any real effect outside of removing political opposition as he did with the military.

      I think the campaign worked by simply only going after corruption of opposing factions. That way they can claim legitimacy by actually going after corruption while in reality only using it as an excuse because most cases are ignored

      It won't be in the interest of any leaders not to root out corruption. Wealth would be lost, maybe even transfer outside China.

      I know people who now spends hundreds of thousands of dollars less each year for bribery because of the anti-corruption campaign, so yes, it had real effect to lots of people.
