Im surprised you even put a counterweight on that. We have many that are on our LRT system that short and they even cut off the part that the counterweight bolts onto
It is rare to see me working on signals with the train going by because I try to work around the times the train is supposed to be going through, depending on the work being done. I will not do an operation test while the train is going by as it increases the chance of getting a bad test and can confuse pedestrians whether a train is going through or not. Pedestrians often go around or under the gates when they see me working on them too.
If I did that then people may not visit the garden railroad as it is the only convenient path to get there by visitors. Since the path is not super obvious that something else is past the crossings that is available to the visitors, it may turn them away from continuing past the crossings to get there if they saw a no trespassing sign. That is a good idea for my next project though.

For the time being you should put like a no trespassing sign where the counter weight is.
