What level of math deals with conics that have been rotated? I just finished College Algebra, and I never saw these, although we had a great deal of Analytic geometry

This is Trig. It is occasionally taught in some of the more difficult trig classes in high school. Most teachers stop at your basic conics, circle, ellipse, etc.
