*NOTE* Yes I am aware Bane and Poison Ivy are directly behind the Titan formula and some of the major plot points within the conflict of the campaign. I meant to imply that if Joker had never created this plot against Batman then they would just be at Arkham with no real motivations to kill Batman outside of background conflicts that we never see within the campaign of the game.
