City Development is the conversion of Production into Culture/Science/Energy/Food directly, not with improvements or the like. Al Falah convert at a 37.5% rate (before upgrades) while others convert at a 25% rate. To put into ingame numbers: Say you have 10 Production. Al Falah can turn that into 3.75 Culture, while others can only into 2.5 culture. Al Falah can also upgrade this into 43.75% and then 50% rate with diplomatic capital. Thus, in the example of 10 production, getting 4.375/5 culture while the others are still getting 2.5 if they did the same. Yes this is plagiarized from some dude....
