【AMV】Fate/Grand Order Cosmos in the Lostbelt Opening2 Yakudo

おひさ！げんきしとぉや!!!
ということでね1年ぶりにAMV、作ってみました。
本当は2部6章が8月4日に更新されるからその日まで大事に温めておこうと思ったんだけどね…FGO6周年も近いしそれに向けてもう1本動画作りたいし、ってか動画完成したから投稿してもいっか！とか適当な理由をつけて投稿させていただきます。
2部6章25節、すごく楽しみですね。ケルヌンノスとはなんなのか、ベリルは何処へ行ったのかとかね、伏線未回収なところが多すぎだし、モルガンがもう見てて辛い！誰かモルガンを助けて上げてください！っとね、今回のシナリオは前の1~5章と比較してもボリュームもすごいし内容も重いですから…どういうエンディングを迎えるのか8月4日が待ち遠しいですね！
まあ2部6章の前に6周年の方が先にあるんですけどね～www

can someone tell me who the guy in the second 3:58 with the hood is?

He is called "the one from Chaldea" or "Chaldean" however he introduced himself to the protagonist as "Romani Archaman".
Despite his name he doesn't give an hand to Chaldea, he is like an observer during the Lostbelts (he helped the protagonist only during the first encounter with Wodime and when the player met U-Olga Marie who have lost her memories) and he is the one that introduced the Ordeal Calls.
