In the courthouse map, the creators intended for Leland to act as a messed up version of a baliff. You'l notice in between tasks for the reagent he talks about making sure the trial ends with a guilty verdict.

But if you read some of the files you pick up along the way, you'll find that Easterman wanted the prime assets to really believe the trials, to really immerse themselves in them. Franco Bambino believes he is actually in control of a drug trafficking ring. Gooseberry thinks she is living in her tv show, she really believes that the children are alive. And Leland thinks he was chosen to govern his trials, like he is truly enforcing the law and doing his job. In the grand scheme of things, Leland is probably the most coherent of them all. He was a shitty person before he got in the trials. He is just doing what he always wanted: killing people and upholding his own version of the law. But he does believe that he is doing something. He might be the sanest, but he is still dellusional enough to believe that the trials are real and not just experiments.
I was confused at first too but after my second try I figured it out, when you see a number next to the triangle, start off by looking for a full empty one and then look for the next one that has a box filled in and it keeps going up. So basically empty to full.
This was the worst in my opinion it just dragged on first you had to get to the courthouse which took a while them you had to enter all these random numbers to destroy the evidence then find acid to put in the fountain and then when you think its all over ypu have to run around finding these a annoying witnesses last but not least you had to run around with a lack of health and lives trying to execute the guilty my console also kept crashing and i kept gettong kicked from the servers forcing me to restart the trial over and over again...oh my god.
Sounds like you just have either a terrible internet provider or just never once cleaned your system and that’s why you get kicked, and 2 if you worried about health and lives, sounds like you just suck and tired of dying and falling for the same traps. All this kinda just points back to you

This is actually my favorite. There is a lot involved, but I like that. You might have just had a bad experience.
