      If a noun can be used after 'to' it would definitely be a preposition otherwise it is infinitive.. Hope it works

      No passive voice of infinitive if it place after adjective. Only if it behaves as a complement of the verb;thus you can say for negative meaning: this river is too deep for the army to cross.

      I am glad to meet you. It is used at the time of meeting. It expresses simultaneous action. We can use infinitive in this regard
