Another way to look at this is to ask what is the thevenin impedance at those terminals (across the lower resistor). To answer that question one would short any voltage sources and open circuit any current sources and "look back" into the circuit to calculate the impedance. In doing so it is obvious that both resistors are now in parallel and the parallel equivalent of two equal resistors is one half of the value of either one.

"peak"??? Most multimeters have integrating ADCs (like the traditional dual-slope converters). So I don´t the understand the question.
