The reason is yes shes shoving the opponent but the crucial part is 1) shes doing it shoulder to shoulder and 2) she must only do that shoulder to shoulder shove when the ball is within the playing reach. Thats why it isnt a freekick :-) The ball within the playing reach is considered like 1 metres or so from the ball

Maybe Lehman is not as good but rather very good looking which is why we thought she was great. But facing better opponents we see she is just a basic player with no excellent skills and we are blinded of that by her beauty. Guilty.
