This comes from the fact that this area was ruled by a clan called Kafuka. However, there was a time in the past when this area was pronounced Koga, and in many ninja-related books it is written as Koga. So both are correct.

This turned into “Koka” in its long history. In middle ages, some people started to call the place as “Koga”, and “Koka” and “Koga” co-existed. In 2004, some counties in this area were united and “Koka City” was born. Since then “Koka” became the official place name of this area.
