Jester merchant gives Stella's candle and I think it costs around 20p-70p it gives double luck for 20 minutes to all players standing in it's circle. I don't think the jester has a 100% of having the candle but jester is the merchant that will spawn with it. It's actually really helpful and I've used it before in a public server.
