    The problem with dividing the war making power is that long term these powers increasingly have become de facto presidential. Partially because the president is an individual so he has some initiative compared to Congress which has hundreds. Another detail is that the US due to its global status cannot afford to wait anymore for Congress to deliberate about this or that action.
