E-V13 is the European subclade of E1b1b, and present in Europe since approximately 9000 years ago - meaning it precedes Indoeuropean presence in Europe by multiple millenia.
If E-V13 is ‘North-African’, then almost all European languages, as well as the y-DNA of, for example, modern Irish people, are ‘Asian’ or ‘Near-Eastern’. Which is, of course, not the case. E-V13 is an ‘Old-Europe’ Haplogroup, according to any credible anthropological geneticist.
