Just checked into it and destiny was the most expensive game ever made with 500 mill and gta v at 265 mil. So the answer to that question was wrong and scump was right.
Technically then destiny would be tied with Halo Infinite which also has a 500 million budget. Though I guess if it’s just considering games that were already released Destiny would still take it.
The question said budget to produce, for Destiny only 140m of the 500m budget went towards developing the game. Accounting for inflation around 150m was spent developing GTA V - so no the question wasn't wrong.
