A photoelectric sensor can detect any object that reflect light back to them. If your plastic is transparent it may not reflect enough light to be sensed. The sensor can't tell you if something is plastic, metal, glass, etc... It can only tell you if it seems 'something' that reflected the light it emits back to the sensor.
