So, if I understand this BoE move.... they seek to plug the valuation "gap", as GILTs fall drastically in value (increasing rates) then those pension funds can raise "easy money" to push into their fund as CASH... against the devalued GILTS which they are forced to hold by UK regulations. That way when these non-bank entities have an audit they can say , look here's the money, we are solvent, and they can pay the monthly pension payments with the "fake" cash.
It keeps the ponzi going, the pension receiving folk can point at the credit into their bank each month and say the Pension Fund maintained its promise. However when they go to the shops... to buy stuff they only get half what they used to... due to inflation.
