Also, SM is known for their global marketing strategies for their artists, and they saw a potential for Lay. However, the greatest decision still lies to Lay as he has his own studio (basically his own label under SM if were going basic on the definition). Also it has been a dream of his, which he is very vocal about it if you see his interviews even before, to spread MPop.
