The menu has been updated a bit but you want to go to the Triumph tab in your character menu and you'll find all of your Seals. Look carefully through there it should still be accessible there.

From your main map where you can see the Tower and all of the planets, you want to select "Eternity" then select "Xur's Treasure Hoard". It sounds like you're launching "Dares of Eternity" which is the activity you'll be playing to earn the Halo loot etc. Let me know if this helps!

Not sure. Dares is part of the free-to-play content for sure. I'm not on PlayStation so I wouldn't know about PS plus, unless that's what you need to play online, then yea you'd need that, but otherwise idk.
That should be free-to-play along with Dares of Eterninty and its loot. Paying gets you the dungeon and cosmetics from Dares like armor ornaments, ship, etc.

I don't load into this place. I load into an open world with mountains and a giant emblem. I am very confused.

Yes, they haven't said whether it'll go beyond 19 but it will be here for the rest of this content year until the end of season 19.

How do I get back into xur treasure room?
On the right side of your map click Eternity, then select Xur's Treasure Hoard.
It's the same menu where you find Dares of Eternity. Hope this helps.
