After the refs check the psi and approve the balls for game play? Of course it's against the rules. That's when Brady had the balls doctored--AFTER the refs checked and approved the balls. Illegal all day every day. That's why they got fined, deprived of draft picks and suspended 4 games as punishment--because what they got caught doing was cheating and illegal. Period.
