Goldberg did not hurt his arm until almost a year after the finger poke he got into a feud with Scott Hall while Hogan was feuding with Flair and then just dithered into the mid card. He had a feud with Bam Bam Bigelow before he hurt his arm. The idea that Goldbergs injury derailed that booking is Kevin Nash revising history after the fact to make himself look better.
nWo bloat was actually necessary, and would have been great if they did it right. For starters, you can't realistically have 4 or 6 guys taking out the roster of an entire company week after week. The angle was they were trying to destroy WCW, and that would require numbers. Second, and more importantly, I read and heard in shoots since that the idea was to eventually run two shows, one WCW and the other nWo, as if they would then be two different companies competing. For that nWo would need its own roster. Complete with heels and faces at launch (Black & White vs Wolfpack). They just didn't know how to get there.

WCW’s mistreatment of Eddie Guerrero is one of many creative blunders that WCW dropped the ball. Once Eddie cut that promo on Eric Bischoff, he knew that Eddie isn’t happy because you could’ve use him a spot in the main event level because Eddie was well-loved by critics and audiences. But because of Hogan’s egotistical Creative Control clout still continues to grow (Hogan can’t lose, brother. That’s in his WCW contract), it’s no surprise that WCW was starting to feel the pressure when you realize that the company was starting to go downhill by late 1998-early 99.
For the cage match you mentioned, it ended way worse than how you said it. Not to be mean. Because it was a "First Blood Steel Cage Match," which ended in a pinfall where Hogan was pinned while he was in a figure four leglock.
I disagree about the Raven thing, that character was just never any good in my option. NWO 2000 might have worked if Bert didn't get hurt. The Four Horsemen were always over rated. AA looked like your friend's step dad never gave "I'm a big scary wrestler that can work as an enforcer" vibes that he was suppose to be. The streak ending was fine and if you re-watch it the fans loved it at least at the time. Nash was believable to take it, and the streak and undefeated streak had to end at some point. I'm not a Bret Hart fan but I can agree after the screw job he should have been pushed hard as hell in WCW from the start at that point he was one of the most talked about wrestlers.
I liked raven's flock. I liked Lance storm team Canada stable. I liked the being of nwo. I liked the surfer sting. I liked macho Man Randy Savage. I liked the Steiner brothers. I liked the four horseman. Goldberg was built strong.
