What exactly is the effect from BD sword? Is it super slow like RD sword just no channel? And is the melee damage from dot good?

yes BD sword effect have 10s 80% slow and 8hits damage, it is like lightning triple slash 1 tick.
sometimes I kill with BD sword effect.

def pen or critical damage with hiram full armor and weapon for pvp?

I don't like hiram armor, but I recommend critical damage.

I think if you don't have the Black Dragon sword, a dagger is better
and I have strenght 1923 and stamina 1438

I think 0.2 attack speed have big difference.
if you adapt to attack speed, it is not bad.
