t2 & CL are the same in terms of like skill bracket, it's just there's no real "progression" from CL to PL. there's no actual league to win, in which you are then promoted and become a PL team. there's smaller t2 tournies and what not for prizepools sure, but besides that it's just open major & SI quals, which anyone can compete in. and in the 3 years since CL was cut, only once has a t2 team qualified for an international event, and that was just recently at the most recent major. usually impressive top players from t2 just get picked up, rather than whole new squads moving their way up into PL
