After all, after the 74th Amendment, we have a three-tier government!

As per my thinking so please correct if I am wrong difference between the offence and crime is a major difference the crime is like affect the society of whole and the offence is like a disobey or public nuisance example of crime like murder culpable homicide etc and the offence example is defamation public nuisance etc
