How to change default directory of Jupyter Notebook using Configuration File?

How to set different default directories for different environments ?
I was able to get this done but it resets every time I close the cmd prompt

I tried this but when I entered the command it's showing jupyter is not recognised as an internal or external command, operable program or batch file.

ik its late, but i got the same issue and solved it by first
pip install jupyter
create config as he said in video
go to config file and then change that line or add that line
and ye pretty much works
where jupyter command , copy that line of code and paste in environment varibles to access from anywhere
