In the case of the redstone torch you'd need to place it on the block next to the TNT but since it doesn't specify with the redstone line its basically worthless as it'd just blow up the TNT. 11:11 'locked repeater'. Seen it quite a few times, its actually useful for contraptions where you may want a signal to go through only once certain other conditions are met in the circuit. For instance, you can make a Piston Door with locked repeaters so they can only open it once you punch in the correct code, or have it check a named item as a 'keycard'.
