its on a boxset called North By North West. A 3 cd set of a whole load of bands from the late 70s early 80s Liverpool Manchester scene. Well worth seeking out.

I'm pretty sure this was on a Stiff Records sampler, but as an extra track, not listed on the sleeve. My memory is a bit foggy though! I did not know the Bill Drummond connection at the time.
