TO in the Infinitive phrase is not a preposition. It's different. In the fifth example too, TO is working as a preposition. Yes, it does work as an adverb here. But to the core, it's not an Infinitive phrase, call it a prepositional phrase.

I saw him steal the money. (Mene unhe chori krte hue dekha.. poora action) I saw him stealing the money. (Mene dekha ki vo chori kr rahe the... I might not have seen the entire action of stealing) Got it?
