Lie after lie he's had to stay awake and spend countless hours thinking about and reliving without proper justice. We can then ask why wouldn't he side with the Gifted students, but changing things for the better won't change the past where everyone around him uses him for their own interests and he is left feeling seperated. I imagine just when he thought he was free of being special and feeling forced to play hero, the program returns and suddenly he has to relive that struggle of disconnecting with his friends and feeling isolated again since they have come to terms with being Gifted. It's quite sad and lonely. I was already doubting his happiness considering how much he broods, evidence being the type of things he was posting on Facebook before and after discovering his potential, but to see so many of our suspicions were right hurts. Especially remembering how he started. But it's no surprise how he went from indifference to hatred even after the program ended since he couldn't escape being Gifted and all the negative effects/experiences it came with. Thinking too much to sleep is a horrible fate, I can personally atest to this. At least we eventually fall asleep. Poor Korn has hours to spend replaying scenerios and overthinking. And then having to face it all the next day and still come to an unfair conclusion? No thank you. Of course none of this excuses inflicting serious possibly long-term injury to his classmates, but I think it helps as a viewer to understand his story arc too.

If thought logically, Director Supot wants the upper hand of controlling the subject without the intervention of the Ministry of Education. This way he can direct the blame to Ministry and Ms.Darin on how deadly their method was and might overturn the position of the new head of Ministry

Maybe he hates the potential he got that he think some might also face burden like him after having the special potential so he did this to shut the program down? Since we know from the first season that he really don't admire his potential and take it as a burden to him.

Although of course there are some theories in the comments that I definitely agree upon, I am still lost that Korn would do something like that.
