In section 132, it says no person will be prosecuted for any act done by him under this chapter, but there are also some exceptions in which such person can be prosecuted.
And clauses a,b,c,d are such exceptional conditions in which such person can be prosecuted.
These exceptions tells us about the person against whom prosecution can be instituted.
