In the first site (Grove Street), Opie was sitting in plain site with another NPC. The second site (MC Club), he was also sitting in plain site (sitting in the chairs near the entrance). Third site (hospital), he got arrested. Fourth site (he was driving in circles in Legion in a red car behind you). Fifth site (still driving in circles in Legion) the moment you got arrested he was right there, behind a cop car.
do this cops not know what a bounty hunter do and not know its legal to be a bounty hunter cus in game u need to rp like real life so that means being a bounty hunter legal and legal to kill to and have bit more power then cops do but owners can do what thay want reson y u see the 3 doing things that get another person ban fast
@@hackman669 it's actually depends on the contract u sign if u sign a contract giving away all rights then thay can legaly go in if plz like when I high a bail bond to bail u out thay make u sign ur rights away giving them access at will to ur property

Bounty hunting rules change per natiom and region. Some nations require special permit. Others no death. Others may not even allow them in.
