- The Pentagon flatly rejected Kremlin accusations that the US was responsible for a Sunday missile attack that reportedly killed four people, including two children, and injured some 150 more in the port city of Sevastopol on the Russian-occupied Crimean Peninsula.
Russia claimed that US-made ATACMS missiles fitted with cluster munitions were used in the attack. It laid part of the blame on Washington, saying the arms were programmed by the US using US targeting data.
But Pentagon spokesman Major Charlie Dietz rejected the claim, saying that "Ukraine makes its own targeting decisions and conducts its own military operations."

Also the missile in question was shot down by the Russians and it was the debris that hit those civilians.

There are 2 evident aspects to this:
1. If there was no war no one would be harmed (too much water has flown past that bank)
2. If Russia went all out in the war, loss of lives on its side would be limited. It is this far more gory option that is becoming more and more likely.
A third latent option is to reactivate underground assets to reinvigourate the peace process between Ukraine and Russia, deviod of the US influence , with EU as a subservient ally. If the EU goes in independently, the outcomes can be brighter.

US are not just providing weapons. US also provides satellite network to identify targets, analyze the anti air coverage of that targets, vectors of approach to minimize the interception, program the missiles and are just handing the keys to the Ukrainians to drive the launcher platforms closer and hit the button.
If that makes them out of responsibility, the same can do also the Russians. Provide some latin american group with the missiles loaded with cluster ammunition to launch them from some boat to densely populated Florida beaches. They would be exactly out of responsibility as US in this case.
And maybe Russia needs to do that, otherwise the next retaliation will be nuclear.
