OK, I'm still confused little bit. How do I make it so that: light bulb is OFF > coil energized > 5 sec delay > light bulb turns ON > coil de-energized > 5 sec delay > light bulb turns OFF. Talking about same light bulb. Basically for that bulb I want lag to be on both on/off state change = no immediate on or off ever.
Most timers provide either On Delay or Off Delay, your scenario is looking for a more advanced timer than the standard 11 pin relay described here:

@@PeteVree I found a better solution for my problem. 1) Simple $5 time delay relay from Amazon which I configured to normally open - timed closed. 2) For OFF delay I hooked up 3*4700uF caps in parallel to 12V control which gives me 10 seconds of additional runtime after full power off. Works in my case since I don't need specific delay timing. In theory it's even easier: hookup plain dumb relay and capacitor + resistor in front of it. Haven't tried it since already got timed relay on hand.

Would the NOTO setup work for running DRL/blinkers? As in when you turn the blinker on the DRL turns off, however as the blinker flashes the DRL remains off, until the switch is turned off and then the time delay comes into effect, and the DRL turns back on...
Where do I get such pneumatic relay?
