Да. Если добавить в хойку историческую вторую советско-финскую, то СССР будет уничтожен. Всё из-за жёстких дебаффов
А вообще скорее всего война союзников с СССР начинается из-за того, что СССР нападает на какую-нибудь страну с гарантиями
